Why can't I install SQL server on Windows XP sp3?

If your Windows sp3 is not English version, you will get an error "The Windows Installer service cannot update the system file C:\WINDOWS\system32\msxml6r.dll because the file is protected by Windows. You may need to update your operating system for this program to work correctly." when installing SQL server 2005.
This is a bug from Windows, there's no hotfix so far. More detail please refer http://support.microsoft.com/kb/958897.
Therefore, please decide to use English version of Windows if you want to use Windows sp3, or please use Windows sp2 if you use other language version of Windows before installing SQL server 2005 for your CMS system.
