Things must to ask
1. IP camera vendor and model name
2. firmware version
3. LAN or WAN? Bandwidth?
4. wired or wireless connection
5. protocol: TCP or UDP
6. Is the problem happens in Web as well?
7. Does it happen in any specific situation or just randomly?
8. Image settings: frame rate/resolution/quality/bit rate
9. how many cameras were connected the server?
